Add a lang attribute to the html start tag

"Consider adding a lang attribute to the html start tag to declare the language of this document"  is suggested by https://validator.w3.org. Instead of just using <html> the preferred should be something like <html lang="en">. Will it be too much hassle, to add this to ElkArte programmatically?
